I would say that anyone that wants to make a trade deadline deal and include prospects like the people the Giants received at the deadline could accomplish that by keeping their 60 man list at about 57 rather than having it full. That way, whoever you want to trade can be added to the 60 man list, then immediately traded. If you keep your 60 man list full, then with the rule that nobody else in your organization can be traded, you wouldn't be able to swing the deals.
